Supplementary Agreement VI to CEPA Signed in Macao

Authorized by the State Council, Jiang Zengwei, Deputy Minister of Commerce, signed with Tam Pak Yuen, Secretary for Economic and Finance of the Macao SAR Government, Supplementary Agreement VI to Mainland and Macao Closer Economic and Trade Partnership Arrangement (CEPA) (Hereinafter referred to as Supplement Agreement VI) on May 11, 2009 in Macao. The Supplementary Agreement shall take effect as from October 1, 2009. Present at the signing ceremony were Ho Hau Wah, Chief Executive of Macao SAR, Zhou Bo, Deputy Director of Hong Kong and Macao Affairs of the State Council, and Gao Yan, Deputy Director of the Liaison Office of the CPG in Macao.

On the basis of CEPA and its previous five supplementary agreements, Supplementary Agreement VI is opened further. In service trade, the Mainland shall take 28 specific measures in 19 areas, and shall further relax control on market access, abolish requirement on control of shares, business scope and premises, and simplify approval procedures in the 18 areas of legal service, construction, medical, real estate, personnel, printing, exhibition, public utilities, telecommunications, audio-visual service, distribution, banking, securities, tourism, entertainment, marine transport, air transport, and individual business. Research and development services are newly covered industries. In addition, the two sides shall also work in cooperation in trade and investment facilitation, and in mutual recognition of qualified professionals, and in research and exchanges in accounting and printing service.

Everything goes smoothly since the signing of CEPA, thanks to the joint efforts by the people from all walks of life in Mainland and Macao. The implementation of CEPA has advanced bilateral economic exchanges and cooperation. Supplementary Agreement VI to CEPA just signed is in line with the needs of moderate development of Macao's economy and shall promote the further development of Macao's economy. It shall not only bring more development opportunities to Macao, but also bring new vitality to the mainland's economic development. It shall also benefit Macao in dealing with the international financial crisis. In the future, Mainland shall make effort to implement the provisions of CEPA so as to promote the common economic progress in Mainland and Macao.
